The concept of human rights is a powerful tool. Human rights are universal, inalienable and indivisible. These are based on fundamental principle of respect for human dignity, equality and non-discrimination. All human beings are equal before the law. This concept of equality is the cornerstone of the entire edifice of human rights. These are the rights which all human beings are entitled to irrespective of nationality, religion, sex, status, occupation, wealth, property or any other differentiating factors like ethnic, cultural and social characteristics.

Nepal has made commitments to ensure the rights to equality and equal enjoyment of rights through various documents such as international, human rights instruments, constitution, judicial interpretations, plan and policies, declarations etc.

Human Rights and Gender Justice is to develop a culture of human rights in the country by taking a leading role as an independent and impartial national institution for the protection and promotion of human rights in accordance with universally recognized human rights principles.

• Constitution

Constitution is the  fundamental law of the land. It addresses upon the economic, social, political and legal provisions.  Prime concern of this document. is to provide people sovereignty. Nepal is now in the threshold situation to make a new constitution and this institution will initiate a public awareness program on constituent assembly. Constitution is the will and expression of the people.  So it is a compromise between state and the people. The constitution is  people manifesto and confession of the faith. Constitution is the collection of the rules these should be precise, clear flexible and stable is our attention towards the coming constituent assembly election.

The constitution is not cosmetic change but political alliance and political agenda should an accountable to public will and address to them properly. This constitution should address the permanent peace and ends the conflict. Constituent assembly has challenge to maintain legal consensus and ensure the long-lasting legitimacy. New constitution shall be maintained the integrity, sovereignty rights of the nation is possible through the people participation. There most keep attention to pay in constitutionalism and its process. Why new constitution to be form? What is its legitimates process? How it Form? Civic education is one of the major parts of its. Federalism is not long born subject to Nepal and in this field should share the idea among the political fields as well as the society is the central theme of this institution..

Election constituency and division system of the Nepal has questionable from the very beginning. How to deal with it, let to wait election commission vision and Nepalese government decision. In the absence of proper division of the election constituency the issue will to face stagnation situation in the Nepal. In this regards election commission and political concept should  emphasis upon the completion the election. The political party’s should emphasis on proportional representation election system and mixed proportional election system. Civic education is the human right for constituent assembly to meet the purpose. So state should emphasis upon this right.
